I think in that scale it is the best one available free of charge. The Polish website included the complete instruction is translated to English.
The depicted system of rail fastening elements corresponds to that widely used in Central Europe (Czechoslovakia, Poland, Hungary, Austria, parts of Germany) in 1950s - 1990s. Now there exist better and more advanced systems used especially for high-speed lines but on "normal" (regional, local...) lines it is used still today.
